When our organization started developing models for
artist housing several years ago, we were operating from two basic premises:
that artists without an ownership stake are all too often financially pushed
out of communities by the positive change they help make; and that vacant
properties, when left unchecked, have a huge, detrimental effect on community
psychology. If we could help artists purchase extraordinarily affordable,
structurally sound but currently vacant houses and storefronts, we realized, we
could address both issues in a meaningful way. </div>

It was a simple concept. But as we reflect on how that
work has unfolded, we are struck by just how transformative that one idea has
become.</div>

Over the past two years, ArtPlace’s investment in the
intersection between artist service and reimagining vacant space in Collinwood
have exploded into a wide variety of community-driven changes. A new floor is
installed in a start-up dance studio in a formerly vacant storefront. A
neighborhood artist launches a series of family-friendly movie screenings in
vacant lots around our arts district. An art student converts a little-used
side yard into a popular new sculpture garden. Artists, from around the corner
and around the world, put up 17 murals in a matter of months, many on vacant
buildings. An artist converts a vacant house into a new work/live facility
focused on installation art. Constructions bids go out for a new ceramics co-op
taking over a vacant storefront and industrial garage. Vacant offices turn into
rehearsal space for the many bands associated with the Beachland Ballroom. </div>

And on and on and on. We have seen an incredible amount
of activity within a short timeframe –with the build-out of vacant space, space

Individually, any one of these projects might not have much of a ripple in a
big neighborhood. But together, they are changing the entire narrative about
what makes the Collinwood neighborhood unique, why its future looks bright …

That’s been our ArtPlace experience. This whole whirlwind
experience was not always easy; we definitely didn’t suffer from too much down
time! It’s taken the simple work that we’ve been engaging in for years and
given an even bigger and more profound role to the individual decision maker
and the grassroots leader. ArtPlace has enabled our neighborhood stakeholders
to reimagine a place they love … And then to see that collective imagination
spring to life in real time. </div>

So as we wind to the unfortunate end of our amazing year
with ArtPlace, we’re excited to roll up our sleeves and keep that energy and
that sense of empowerment alive. Thanks to additional support from The Kresge
Foundation, 2014 promises to be a year of even more vacant housing and
storefront conversions, the launch of dozens of new artist-led projects … And
our first foray into artist live-work apartments.</div>

Springboard for the Arts, Power House Productions, City of Asylum and the
Wormfarm Institute. These and other voices will continue to touch our approach

Entertainment District, with a new streestcape beautification project underway,
and a surge of artists moving into the area, the neighborhood is currently
undergoing a transformation. But with any transformation comes construction. To
keep business flowing as usual and celebrate the neighborhood’s recent growth,
The Kresge Foundation has chosen Collinwood’s Northeastast Shores Development
Corporation to be a recipient of a 1 million dollar grant that will keep the
community flourishing during the year-long transformation.</div>

add even more art-placed businesses and maintain neighborhood vibrancy during
the construction period,” said Brian Friedman, Executive Director of Northeast
Shores Development Corp. “We saw what happened with a lot of businesses during
Cleveland’s Euclid Avenue construction project. A lot of them were highly
affected in a negative way because construction deterred people from coming
into the area. With this grant, we hope to create the opposite effect,”
continued Friedman.<br />
<br />
So, how exactly does the non-profit organization plan to do that? With a
portion of the 1 million dollar grant, Northeast Shores will be working to host
a variety of one-day events at existing businesses located around the area.
This may include pop up concerts, community-gathering events, networking
opportunities, dinners and more. The possibilities are endless and will be
determined by the existing independent businesses currently open.<br />
<br />
“How it works, area businesses apply to receive a portion of the grant to host
an event at their location. This includes what they want to do and how they
plan to utilize the funds. We then will review the project applications and
then promote those events to encourage visitation to the community,” continued
Friedman. “It’s our goal that by continuing to bring people into the
neighborhood with exciting events and opportunities that the district will
continue to grow, rather than take a year long hiatus during the construction.”<br />

In addition to providing a variety of district-wide events, the majority of the
new grant will help create a ceramics co-op studio, further develop artists’
live-work spaces in the neighborhood, and convert former foreclosed homes into
new homes for artists and musicians.<br />
<br />
The Kresge Foundation award builds on other placemaking activities that
Northeast Shores has conducted recently. The Kresge Foundation is also a funder
of ArtPlace, which is an association of funders. Northeast Shores previously
received a $500,000 grant from ArtPlace to support its efforts to engage
artists around issues of vacancy.<br />

“At The Kresge Foundation, we are very much looking forward to playing a role
in the Waterloo/Collinwood grant program called Collinwood Rising. We love the
idea of creating a neighborhood that is built on the foundation of fantastic
artisans and musicians,” said Regina Smith, Program Director. “The idea of
using the grant funds to offer living spaces, working studios and events that
keep the entire community involved during a transitional period, was something
that really appealed to us and what we stand for as a foundation.”<br />

In the coming months from October 2013 to June 2014, a variety of events and
announcements will be coming out of the Waterloo Arts and Entertainment
District. “We are very much looking forward to sharing with the greater
Cleveland community all the exciting events that our neighborhood has to

experience, they were able to meet and network with a wide range of fellow
creative spirits that lended their voices and insight to what makes our city

The much anticipated event was co-hosted by Northeast Shores Development
Corporation and the Community Partnership for Arts and Culture (CPAC); and was
designed with out-of-town artists in mind who may be considering a move to
Cleveland. Our beautiful City was showcased
along with opportunities that are available to artists that may not be
attainable in places like New York City or Chicago.<o:p></o:p><br />

Visitors enjoyed a 3 night stay at the Hyatt Regency Hotel inside of the
historic Arcade building downtown. Weekend highlights included guided tours of
Cleveland’s premiere artist neighborhoods and institutions, behind the scenes
access to some of Cleveland’s great cultural organizations, complementary
daytime and evening arts programming, tours of houses and storefronts that are
being targeted for artist ownership, and first hand experiences of Cleveland’s
culinary scene. The annual Euclid Beach
Blast! also proved to be an awe inspiring treat to the Welcome to Cleveland attendees. Great food from local eateries, live theater
and music, dancing, prizes, giveaways and more….all while enjoying a beautiful
view of Lake Erie….was another testament of how wonderful it is to live in the
North Collinwood neighborhood. A breathtaking
sunset rounded out the evening and a fun time was had by all! The weekend concluded with a delicious brunch
at the Beachland Ballroom where guests enjoyed delectable food, networked with
local artists, and shared their thoughts about their Cleveland experience. The weekend getaway provided participants with
an amazing up close and personal look into why our city truly rocks and is one
of the top locations in the country for artists, musicians and creative
entrepreneurs!<br />

our upcoming Welcome to Cleveland weekend, art is alive and definitely kicking

</u><a href="" name="_GoBack"></a>1. Arts Collinwood (soon to be Waterloo Arts) hosted another
successful Summer Arts Bash on June 29<sup>th</sup>. The Waterloo Arts Fest had a tremendous
turnout. Attendees were engaged throughout the day and
participated in fun events while listening to tantalizing music from local
bands that hailed from 5 stages.
Attractions included art vendors, street art installations, local food
vendors, giant puppets and stilt
walkers, hula hoop dancing, painting workshops, chalk drawing for kids (and the
young at heart), pony rides and more. According
to comments from several past attendees, this was the best festival yet. Stay
tuned!<br />

2. A local sculptor is working to transform a vacant house into an exciting new
center for installation art. The
home was secured by Northeast Shores and will feature the faces of the
community pasted to an exterior plywood surface. The Xeroxed images of
“community members at large” will be captured at neighborhood copy-jam parties
at Collinwood events/venues that will encourage participation and feedback
regarding the conception of “The Town Hall of Art” a soon-to-be interactive art
space. <br />

3. Waterloo's first park (Waterloo Sculpture Garden) has been completed. The
garden will feature local professional artists, as well as regional artists,
while still showcasing the sculpture departments of local universities. In the same vein, our beautiful pocket park project
has received favorable responses from our residents. The small park features a walking path,
radiant flowers, fruit trees, places to sit and play, and murals and sculptures
from local artists. With the generous support of ArtPlace, the newly opened
park will provide an outdoor space where neighborhood residents can intermingle
and enjoy the good weather and natural beauty. <o:p></o:p></span></div>

your ArtPlace grant periods take a moment to think over the past year. What
advice would you give to the new grantees? How would you encourage new grantees
to leverage their ArtPlace grants for maximum effect?<o:p></o:p></div>

<b>Friedman:</b> Bringing
an array of great ideas to life due to ArtPlace funding has been a wonderful
experience for us. The ArtPlace grant has been a wonderful opportunity for us
to fund a whole lot of items that we never thought would ever be funded. Our projects
counted on several partnerships to go well. Many of those partnerships existed
prior to the ArtPlace award but were significantly impacted by the award. These
partnerships were critical to our successes and we are VERY fortunate that professional
bonds grew stronger as a result of the ArtPlace award. If these partnerships
had not worked out, the last year could have gone very differently and very
badly. <o:p></o:p></div>

ArtPlace’s investment has helped bring together many different
grassroots arts efforts to a common neighborhood revitalization table. Organizations such as Arts Collinwood (street
art mural projects); Cleveland Rocks: Past,Present and Future (music
culture); Project Pop-up Galleries (utilizing
vacant and underused space) and Saving Cities (community development
through media) have been instrumental in making the neighborhood a unique place
to visit. While we have always
enjoyed a good partnership with these neighborhood leaders, ArtPlace has
enabled us to work even more collaboratively in advancing the neighborhood we
all love….and to take these efforts to extraordinary heights.<o:p></o:p></div>

We really enjoy the analogy
that ArtPlace prepares our efforts for potential “escape velocity”. As we near
the end of the ArtPlace grant period, we are currently reviewing how high we
have risen in this time and our absolute amazement in how transformative this
award has been not only for the neighborhood but also for the capacity of the
organization. Our current reality is significantly different and better than it
would have been without ArtPlace. As such, we are envisioning organizational
priorities and future projects that are far more considerable.</div>

Other words of advice would be to continuously acknowledge successful
projects and commend participants on jobs that are well done. Positive
reinforcement is definitely a plus and will encourage grantees to complete
projects in a timely manner, which works in your favor. Encouraging feedback and following up with
grantees can provide valuable information and can help you recognize successes
and where there’s room for improvements in the future. Last but not least, schedule PLENTY of time to
work on the reporting process. Maintaining
records from the start of the grant period will result in less headaches when
it's time to complete the reports. Best
of luck and congratulations to new and future ArtPlace grantees! Be prepared for blast-off!</div>

history and photography, officially opens on Friday, April 5. Its first
full-scale exhibit, “The Golden Age of Cleveland Rock: 1969-1974,” focuses on a
time period when many local bands were getting signed to record labels and
attracting national attention. The show runs through the end of May.</blockquote>

Posters, photos, album jackets, clippings, and promotional
materials will tell the stories of artists like the James Gang, the
Raspberries, Damnation of Adam Blessing, Rastus, Wild Butter, Tiny Alice, Eli
Radish, Rainbow Canyon, Michael Stanley, Glass Harp, Blue Ash, and Left End who
were making noise outside of their northeast Ohio homebase.</blockquote>

The psychedelic era of the late ’60s brought many more
different sounds into rock music and caused record labels to actively seek to
diversify their rosters. They began looking for the “next San Francisco,” and
Cleveland was on their radar, due to factors like area music fans’ openness to
new sounds, the number of former Clevelanders rising in the echelons of the
major labels, and the detailed coverage provided in the local media by the
Plain Dealer’s Jane Scott, the Cleveland Press’s Bruno Bornino, and the staff
of The Scene, then primarily a music magazine.</blockquote>

In conjunction with the exhibit, the Beachland Ballroom will
be hosting a public oral history taping with Jim Quinn, guitarist for Damnation
of Adam Blessing and longtime area band manager. It takes place at 2 p.m.

We definitely see this work
continuing on after the initial grant period as a ten-year effort to showcase
how vacant space is not in and of itself a liability for an urban neighborhood.
Rather, these spaces are an opportunity to work with neighborhood stakeholders
in reimagining the community we would like it to be. Already, we are seeing
this work changing the way people perceive our neighborhood, and we anticipate that
it will remain one of our top priorities after our ArtPlace grant period ends.<o:p></o:p></div>

<b><span style="font-size: 12pt;">How will the work you've
begun be sustained after your ArtPlace grant?<o:p></o:p></span></b></div>

Our ArtPlace work has been based
on a community plan that lays out strategies for how to transform vacant parcels,
houses and storefronts into new arts-based community assets. ArtPlace funding
is providing us with the opportunity to demonstrate how we can implement this
plan. By having several completed projects, we will have a portfolio of work
that we can share with foundations, civic leaders and individual donors. This
significantly strengthens our ability to sustain funding for the initiative
over the coming decade. ArtPlace funding
also is giving us validation and a specific reason to circle back with elected
officials and to share with them our revitalization model. As city, county and
state development dollars become available, we will have government officials
who are better informed not just of our ArtPlace portfolio but of our larger
success in neighborhood transformation.<o:p></o:p></div>

the work you will do beyond the grant period?<o:p></o:p></span></b></div>

ArtPlace funding came at a pivotal
time in the neighborhood’s revitalization. The funding has helped catalyze a
lot of activity all at once, creating a momentum that will likely result in
more private investment. That means that our organization will be able to target
its dollars toward particular properties (that would be most difficult for the
private market to take on) and particular programming that will have the
greatest benefit for our neighborhood rather than having to sustain all
ArtPlace activities. <o:p></o:p></div>

ArtPlace funding has allowed Northeast
Shores to take a more holistic approach to serving artists and helping to rebuild
our community. Through listening to the desires of artists, community residents
and partners who have a stake in the neighborhood, we were able to broaden our
approach to making neighborhood improvements. These improvements have included home
and storefront rehabilitation, community gardens, street art projects, and community
events. More residents have taken a more active lead in helping design a
thriving and inviting community. Such local engagement and leadership are
critical to supporting long-term community development. <o:p></o:p></div>

EFFORTS? HOW DID YOU GET BURNED, OR HOW

<span style="font-family: inherit;">I believe that one of the riskiest parts of the job is
partnering with organizations or artists on projects that may fall through the
cracks or will not come to fruition. <br />
</span></div>
<span style="font-family: inherit;"><br />
For example, we were contacted by an artist who was interested in renting property
from Northeast Shores to develop a mixed-use artist complex. Northeast Shores worked
diligently with the artist to make that a reality and felt that it would be an
exciting opportunity and a welcomed addition to the Waterloo Arts and
Entertainment District. A considerable amount of resources were used and time
was spent on correspondence, touring the property, creating work specifications
and drafting paperwork concerning development and preparations to the property.
In addition, the artist actively
advertised the impending project. Midway
through the planning process, the artist decided to withdraw due to an
unrelated career opportunity. Unfortunately, the artist complex project did not
come to fruition. Investing time and resources on a failed project can be a
tremendous disappointment to both sides.</span><br />
<span style="font-family: inherit;"><br /><span style="line-height: 115%;">However,
the void was quickly filled when Cindy Barber, owner of the Beachland Ballroom,
came to us with an idea for a different project. This project would involve a
newly formed nonprofit organization called Cleveland Rocks: Past, Present and
Future. The mission would involve supporting and preserving Cleveland’s popular
music. In addition, Cleveland Rocks would
also promote and grow Cleveland’s music economy by building on the presence of
the Rock and Roll Hall of Fame Museum. Of course, the most important part is
the planning process. We have met with
Ms. Barber to discuss her plans and efforts have been made to obtain and
develop property for Cleveland Rocks. This
new project will bring about an invigorating rebirth of the Waterloo area.<br /> </span><span style="line-height: 115%;"><br /></span><span style="line-height: 115%;">There is always going to be some element of risk
when working in community development. No matter what you’re doing, no matter
how stable, there’s always a chance that something will go wrong. Taking risks
can help you expand your horizons and learn new things. </span><span style="line-height: 115%;">Ultimately, how much
risk you’re willing to take depends on you. </span><span style="line-height: 115%;">I believe that persistence and resiliency leads
to success. Projects will fall through
and you may have to take a few detours, but if you believe in the power of
ideas and maintain faith in the neighborhood, the business owners and its residents,
situations will eventually work out.</span></span><br />

The recent ArtPlace Summit was a
fantastic gathering of change-makers from across the country. It was humbling
to be in such a group of intelligent agents. On that note, we’d like to extend a congratulations
to ArtPlace for creating and facilitating an arena in which collaborations
could take place between businesses, arts and community organizations from
around the nation. The presentations were thoroughly appreciated as well as the
collective brainstorming about initiatives and learning about different organizations
nationwide. We’d also like to extend our
gratitude to Carol Colletta and Rocco Landesman for their informative and
enlightening thoughts and comments.<br />

A great idea that comes to mind from the
conference involves a media-sharing strategy that would allow us to use each
other’s media contacts to raise awareness of our collective work. This is a
great opportunity to raise awareness nationwide and to become more aware of our
peers and of their engaging projects (e.g. Glass House Project, Irrigate Arts
and Worm Farm). Last but not least,
there was a great conversation on the topic of vibrancy indicators. It was
brought to our attention that a vibrancy indexing of our initiative relative to
the region will be available in the next couple months. We’re very excited
about getting our individualized vibrancy profile information in the near
future. We’re all in the same boat and working towards similar goals. We look forward to reviewing the information
and mapping out ways to further improve on strategies to increase and maintain vibrancy
within our neighborhood. <o:p></o:p></div>

OPPORTUNITIES FOR YOUR INITIATIVE DID YOU IDENTIFY FROM CONVERSATIONS WITH OTHER

We were not aware of the wide range of
types of projects that were occurring and how much of this diverse country that
we collectively cover. With that new knowledge, it seems critical to increase
the collective national knowledge of our placemaking work. We’ve had the pleasure of co-presenting with Springboard
for the Arts the week following the ArtPlace Summit at the New Partners for
Smart Growth conference in Kansas City. Further, we are planning to visit and
see their work in regards to their Irrigate initiative as well as have them
come here to Cleveland. We also admire the work of the Glass House
Project in Chattanooga and their strategies regarding the revitalization of the
historic Glass Street commercial corridor. Of special relevance is their How-To
Guide and how it outlines and describes their project goals. It is a great
frame of reference for us as we construct our replication kit which will
incorporate similar ideas. <br />
<br />
Equally of interest is the Wormfarm institute and
its initiative of activating art within a rural area. We love the creative idea of artist influenced
farm stands and the encouragement of property owners to engage in creating
their own artistic installments (bringing the artist out of non-artists, so to
speak). This also encourages us to broaden the scope of how we will create and implement
creative projects in the future.<o:p></o:p></div>

– Cleveland City Councilman, Michael D. Polensek, Ward 11, personally thanked
Mayor Frank G. Jackson for his action in urging and asking the State of Ohio to
terminate their 50-year lease with the City of Cleveland pertaining to the
Cleveland Lakefront State Park System. Councilman Polensek, who has three
Lakefront State Parks in his ward, the historic Euclid Beach, Villa Angela
Beach and Wildwood Marina, has long championed and advocated the termination of
the lease and the return of these critical and historic properties back to the
City of Cleveland.</span> </blockquote>

Polensek states, “for far too long the State of Ohio has neglected its

In Cuyahoga County, the land bank is making a real difference for urban

presence in the chain of title has been a death knell for many properties. The program that shifted these HUD homes into the land bank
has been far more successful than previous efforts to push HUD-foreclosed
homes directly into the hands of developers. In Cleveland's Collinwood
neighborhood in particular, real strides are being made to put this housing
stock back into the private market. One such program is bringing artists
from across the country to the Collinwood neighborhood in concert with numerous
other arts-based neighborhood development initiatives in the area. Please

The Plain Dealer recently reported that the United States
Department of Housing and Urban Development will cancel its ongoing deal to
sell post-foreclosure homes to the Cuyahoga Land Bank at a deep discount.<o:p></o:p></div>

As many of you are aware, Northeast Shores has aggressively
used this program to create nearly 30 homeownership opportunities in our
neighborhood since the Land Bank opened in 2010. This program allowed us to
sell homes to interested buyers for as little as $5,000. In a few
circumstances, these homes were completely rehabilitated and sold for nearly
$100,000. These homeownership opportunities allowed us to further attract
artists to the neighborhood, remove the number of blighting structures by
returning them to productive use, and increase the rate of neighborhood homeownership.<o:p></o:p></div>

<div class="MsoNormal">
During a time when our community is still dealing with the
aftereffects of the foreclosure tsunami, it is essential that we are able to continue
to provide these opportunities for homeownership. We are currently
under-supplied due to a significant uptick in artist demand from across the
country. As we are finally seeing a possible neighborhood recovery, it is
critical that this program continue so our plans can proceed.<o:p></o:p></div>

Please take just a few moments out of your busy schedule and
contact your senators and representatives and let them know that they need to
reverse this bad decision. Even if you do not live or work in the Collinwood

we have been facing is getting additional site control while also managing
increased interest from for-profit developers.
Northeast Shores acts as a developer of last resort, rehabilitating
abandoned housing and acquiring parcels of vacant land for new construction.
Our mission is to provide artists and other potential residents with affordable
rental units, the opportunity to own their own homes, and an avenue to
contribute to an increased level of neighborhood investment, pride and
stability. We’re the lead provider of housing in North Shore Collinwood and
we’ve successfully worked with a wide range of individuals from first-time
homebuyers to empty nesters. Over the
last 10 years, our activities have resulted in over $42 million in neighborhood
investment. Northeast Shores has substantially rehabbed over 125 existing homes
and built over 60 new homes in our 15 year existence. As a result of our
success, we’ve been introduced to another issue. </span><span style="font-family: "Calibri","sans-serif"; font-size: 11.0pt;">Because artists are at the core of
our marketing efforts, they have historically made up a significant portion of
our home buyers. Over the past few years, however, general demand for our homes
has substantially increased. Qualified non-artists are increasingly expressing
interest in our homes. The supply of vacant houses on which we work is staying
relatively small, while demand is increasing. <o:p></o:p></span></div>

<span style="font-family: "Calibri","sans-serif"; font-size: 11.0pt;">Because of this, it is becoming more
difficult to make sure artists are having access to this opportunity. Similarly,
demands for commercial spaces in our neighborhood have increased significantly,
particularly in our Waterloo Arts and Entertainment District. Artists are now
seeking a shrinking supply of commercial space opposite other potential tenants
and owners, including a number of restaurant tenants seeking to open in 2013 such
as Alan Glazen’s Project Light Switch. <b> </b>The remaining commercial vacancies are
often the ones that require the greatest degree of rehab investment, with many
requiring major improvements to electrical, plumbing as well as heating and
cooling systems. To justify the costs of these expenditures, Northeast Shores
needs tenants and owners with robust, sustainable business plans. The
non-commercial nature of many artists’ work means that it can be more difficult
to provide them ownership opportunities.<o:p></o:p></span></div>

space ownership. We’ve launched a $150,000 small loan pool to help artists
finance art space that’s not traditionally easy to finance through

program that provides artists with funds to support their community art
projects, both as a way to address community priorities through the arts and
as a way to provide artists with a direct revenue stream for the work that
they want to do. Through ArtPlace’s investment, we’re able to justify holding
a number of properties that we are developing specifically for artists.</span><span style="font-family: "Calibri","sans-serif"; font-size: 11.0pt; mso-bidi-font-family: "Times New Roman";"><o:p></o:p></span></div>

gained any political traction with your efforts? If so, with whom and how did

already have a great deal of political traction, and we’re constantly gaining
momentum on that front. Collinwood Rising grew out of a HUD-funded strategic
planning effort that was carried out in 16 target areas throughout the city of
Cleveland, all examining how vacant properties could be converted into
community assets. In the Collinwood neighborhood, this planning process focused
heavily on art interventions. Local government agencies, including the
Cleveland Department of Economic Development, the Cleveland Department of
Community Development, the Cleveland Land Bank and the Cuyahoga Land Bank, have
been tremendously supportive of Northeast Shores' efforts and have been
helping the organization as it moves forward with Collinwood Rising. Perhaps no
one has been a more supportive champion for the program than our neighborhood’s
primary local representative, Councilman Michael Polensek, who has been one of
the city's most integral and outspoken advocates of aggressive intervention in
neighborhood vacancy. Councilman Polensek understands the value of putting
vacant property back into productive use and using it as an opportunity to
reimagine our community as an even better place to live, work, and visit.<o:p></o:p></span></span><br />

residents and community leaders over the years that have collectively assisted
with our progress in reaching goals around neighborhood revitalization efforts.
Sometimes this support comes from nonprofit partners like Neighborhood
Progress, Inc., a tremendous community development service organization that is
laying citywide groundwork for strategic neighborhood-level investments like
Collinwood Rising. Sometimes this support comes from individual community
leaders. Recently, for instance, we’ve
been fortunate to work with local restauranteur Alan Glazen. Alan has launched
Project Light Switch, an initiative to bring several restaurants online in our
arts district in 2013, at least partially in response to the major arts
investments being made in the neighborhood. <o:p></o:p></span></span></div>

without our grassroots neighborhood leaders … The residents and workers whose
passion for the neighborhood makes our work possible. Existing Block Watch
groups and participants continuously help to make and keep North Collinwood
safe and walkable, while community stakeholders and committees have played a
tremendous role in assisting with planning the aesthetics of the neighborhood,
including our Waterloo Streetscape Plan. Our goals would not have been met
without the skills, expertise and continuous dedication of these people. Their
contributions have definitely made a difference within the community. More
individuals are beginning to take notice, take pride and are contributing and
doing their part to help us paint the picture of what Collinwood can truly be
artistically.</span><o:p></o:p></span></div>

retailers that comprise the economic heart and soul of the neighborhood add to

everybody. We love the seeing the variety of participants who come to cruise
the neighborhood and explore East 185<sup>th</sup> Street. There are cars full
of kids, cars with pets, vintage cars, contemporary convertibles and even
‘honorary’ convertibles where ordinary cars cruise with windows down and
sunroofs open.”<o:p></o:p></span></div>

Candy Cane Cruise tradition was born in Cleveland in 2008 with the Candy Cane

year-round. We’re simply providing an opportunity to come out from under those
